fix(reg): 修复传感器重新注册后首包数据上传超时Bug
问题: 传感器重新上电重新注册时,网关回应REG后执行WritePara(SPI Flash擦写), 导致LoRa模块停留在TX状态无法接收传感器紧接着发来的数据包,传感器超时 修复: 将WritePara移到CommUnitCmdSend之前,确保REG回应发送后LoRa能尽快回到RX模式 影响: 仅COMM_UNIT_CMD_REG设备已存在分支,新设备首次注册分支已是正确顺序
